Haw. Code R. § 11-26-12 - Flies; management of animal farm wastes
Every owner or operator of a farm on which animals or fowls are kept shall manage wet manure, liquid or solid wastes, refuse, and other putrescible wastes in which flies may breed in a manner which inhibits fly breeding as prescribed by pest management methods.
