Haw. Code R. § 11-265-250 - Applicability
The rules in this subchapter apply to owners and operators of facilities that treat or store hazardous waste in piles, except as section 11-265-1 provides otherwise. Alternatively, a pile of hazardous waste may be managed as a landfill under subchapter N.
