Haw. Code R. § 11-265-300 - Applicability
The rules in this subchapter apply to owners and operators of facilities that dispose of hazardous waste in landfills, except as section 11-265-1 provides otherwise. A waste pile used as a disposal facility is a landfill and is governed by this subchapter.
