Haw. Code R. § 11-280.1-25 - Under-dispenser containment
(a) Dispenser
systems installed on or after August 9, 2013, other than for airport hydrant
fuel distribution systems and UST systems with field-constructed tanks, must
have under-dispenser containment that meets the requirements in subsection
(c).
(b) Dispenser systems
installed on or after July 15, 2018 must have under-dispenser containment that
meets the requirements in subsection (c).
(c) Under-dispenser containment required by
subsection (a) or (b) must:
(1) Be
liquid-tight on its sides, bottom, and at any penetrations;
(2) Be compatible with the substance conveyed
by the piping; and
(3) Meet one of
the following requirements:
(A) Allow for
visual inspection and access to the components in the containment system;
or
(B) Be monitored for leaks from
the dispenser system with a sensing device that signals the operator of the
presence of regulated substances.

(3) Allow for visual inspection and access to the components in the containment system; and
