Haw. Code R. § 11-45-206 - General requirements

(a) Each licensee who transports radioactive material outside of the confines of the licensee's premises or other place of use, or who delivers radioactive material to a carrier for transport, shall:
(1) Comply with the regulations of the U.S. Department of Transportation; and
(2) Assure that any special instructions needed to safely open the package are sent to or have been made available to the consignee.
(b) If, for any reason, the regulations of the U.S. Department of Transportation are not applicable to a shipment of licensed radioactive material, the licensee shall conform to the standards and requirements of those regulations to the same extent as if the shipment was subject to the regulations.
