Haw. Code R. § 11-501-10 - Standard for insulating materials
No owner or operator of a facility may install or reinstall on a facility component any insulating materials that contain commercial asbestos if the materials are either molded and friable or wet-applied and friable after drying. The provisions of this section do not apply to spray-applied insulating materials regulated by section 11-501-8.
