Haw. Code R. § 11-55-34.10 - Review of coverage issues and notice of intent and notice of general permit coverage decisions

Any interested person may petition the director under section 91-8, HRS, for a declaratory ruling on whether an individual permit is required for, or a general permit covers, a discharge. The director's decision requiring a person to apply for an individual permit or excluding a person from general permit coverage shall remain effective pending the outcome of the petition.
