Haw. Code R. § 11-60.1-95 - EPA oversight

(a) The director shall not issue a covered source permit, permit renewal, or permit amendment for minor and significant modifications, if the Administrator objects to its issuance in writing within forty-five days of receipt of the proposed covered source permit and all necessary supporting information.

(b) The director shall submit to the Administrator an amended proposed covered source permit within ninety days after receipt of any written objection from the Administrator.
