Haw. Code R. § 11-850-13 - Minimum qualifications for individual applicant
An
(1) Be not less than twenty-one years of
age;
(2) Be a legal resident of the
State for not less than five years preceding the date of application;
(3) Not have any felony convictions or any
other disqualifying background history in accordance with this chapter;
and
(4) Be authorized by the
applying entity to submit an application for a dispensary license , and act as
the primary point of contact with the department .

An individual applicant shall:
