Haw. Code R. § 11-94.2-8 - Maximum time period for processing of a complete license application
(a) The department shall grant or deny an
application and inform the applicant of its decision within ninety days of
receipt of a complete application.
(b) If the department does not grant a
license or deny an application within ninety days of receipt of the complete
application, the application for issuance of a license shall be deemed approved
on the ninetieth day. After the expiration of the ninety days, the department
shall issue the license within thirty days.
(c) Notwithstanding the requirements of
subsections (a) and (b), the maximum period of ninety days shall be extended
indefinitely in the event of a national disaster, state emergency, or union
strike that would prevent the applicant, the agency, or the department from
fulfilling application review in a timely manner.
