Haw. Code R. § 12-22-11 - Rulings and interpretations

All questions arising in any governmental contracting agency relating to the applicability and interpretation of chapter 104, HRS, and of this chapter shall be referred to the director for ruling and interpretation. The director, in making the ruling or interpretation, shall take into consideration the prevailing practice of the construction industry in the locality.
