Haw. Code R. § 12-43-151 - Petition
(a) If an employee organization fails to
comply with section 89-15, HRS, any employee
included in the bargaining unit may petition the board for an order compelling
compliance.
(b) If a representative
fails to comply with section
377-10, HRS, any employee who is
a member of the association with which the representative is associated may
petition the board for an order compelling compliance.
