Haw. Code R. § 12-43-221 - Authority for all-union agreement
An employer may enter into an all-union agreement with the bargaining representative of the employees in a collective bargaining unit, unless the board has certified that a majority of employees has acted to rescind the authority of the bargaining representative to negotiate an all-union agreement within one year preceding the date of the agreement.
