Haw. Code R. § 12-44-42 - Filing of appeal
Any person may appeal from an adverse decision of the council by filing a written statement of appeal on a form prescribed by the council. The statement of appeal shall be filed in the office of the council not later than sixty days from the date of the adverse decision by the council.
