Haw. Code R. § 12-46-65 - Memorandum in opposition
Each respondent, within fifteen days after the receipt of the petition, may file and serve upon the petitioner a memorandum in opposition stating concisely and fully the respondent's position or contentions and reasons, including legal authorities.
