Haw. Code R. § 12-5-193 - Computation of combined rate
The department shall establish a joint experience rating account for employing units which qualify for such account and shall compute a combined rate effective as of the beginning of the calendar year in which such employing units make application for a joint account. The department shall also maintain separate experience rating accounts for each such employing unit.
