Haw. Code R. § 13-130-32 - Explosives
The use or possession of fireworks, firecrackers, explosive devices, or incendiary devices other than matches or cigarette lighters, on a program trail and access is prohibited, provided however, that the department may use explosive devices to maintain and construct program trails and accesses.
