Haw. Code R. § 13-167-45 - Emergency rulemaking
Notwithstanding the foregoing rules, if the commission finds that an imminent peril to public health, safety, or morals requires adoption, amendment, or repeal of a rule upon less than twenty days' notice of hearing, and states in writing its reason for the finding, it may proceed without prior notice or hearing, or upon an abbreviated notice and hearing, to adopt an emergency rule to be effective for a period not longer than 120 days without renewal.
