Haw. Code R. § 13-171-51 - Notice

(a) When a water emergency is declared, the commission shall publish notice thereof in a newspaper of general circulation throughout the area. The notice shall be published each day for the first week of the emergency and once a week thereafter until the emergency is rescinded.
(b) The commission shall cause each registered user of water and permittee in the area to be notified by regular mail of any change to a registered water use or condition of a permittee's permit. The notice shall describe such actions as the commission deems necessary to meet the emergency, including but not limited to apportioning, rotating, limiting, or prohibiting the use of the water resource in the area.
