Haw. Code R. § 13-171-6 - Investigations required

(a) Before any proposed water management area is designated by the commission, the chairperson may conduct, cooperate with the appropriate federal or county water agencies to conduct or administer contracts to conduct, any scientific investigation or study deemed necessary for the commission to make a decision whether to designate a water management area.
(b) The chairperson from time to time may also require reports from water users detailing the amount of water being withdrawn and the manner and extent of the beneficial use. The reports shall be made on forms furnished by the commission.
