Haw. Code R. § 13-208-5 - Meetings

(a) The commission may meet and exercise its powers in any part of the State of Hawaii.
(b) All meetings of the commission shall be open to the public, except that the commission may meet in executive session, as provided in section 92-4, Hawaii Revised Statutes. No recommendation, interpretation, or other decision shall be finally acted upon at such executive session.
(c) Meetings may be scheduled at the request of:
(1) Three or more members of the commission;
(2) The chairperson;
(3) The executive secretary.
