Haw. Code R. § 13-232-40 - Standards

(a) Each vessel shall be examined by the department to determine that it is in acceptable condition and operational before assignment to a berth.
(b) Every vessel and all other personal property and facilities at a small boat harbor shall be kept in such a condition of repair, maintenance, neatness, and orderliness so as not to constitute a common nuisance, substantial danger to person or property, or obstruction to proper public use and to be in conformity with these rules, the Hawaii state boating law, the rules of the department of health, and all other applicable state and federal laws.
