Haw. Code R. § 13-244-12 - Incapacity of operator
No owner of any vessel or any person in charge or in control of a vessel shall authorize or knowingly permit the same to be operated by any person who by reason of physical or mental disability is incapable of operating the vessel under the prevailing circumstances.
