Haw. Code R. § 13-244-13 - Interference with navigation
(a) No person shall
operate any vessel in a manner which shall unreasonably or unnecessarily
interfere with other vessels or with the free and proper navigation of the
waterways of the State.
(b)
Anchoring under bridges or in restricted channels shall constitute such
interference if unreasonable under the existing circumstances.
(c) A motorboat underway shall keep out of
the way of a vessel engaged in fishing.
