Haw. Code R. § 13-244-14 - Overloading
No vessel shall be loaded with persons or cargo beyond its safe carrying capacity taking into consideration weather and other existing operating conditions. Capacity and loading of vessels shall be in conformance with 33 CFR Part 183.
