The restrictions cited in this chapter do not apply to the following:

(1) Emergency situations;

(2) Law enforcement, patrol, or rescue craft;

(3) Department vessels and personnel performing official duties;

(4) Vessels and personnel performing authorized homeland security training operations; and

(5) The United States Coast Guard.
