Haw. Code R. § 13-261-1 - Purpose and applicability
(a) The purpose of
these rules is to manage, preserve, restore, and protect the natural and
cultural resources of the reserve; to regulate activities within the reserve;
and to protect public health and safety.
(b) Except as otherwise noted in these rules,
these rules shall apply to all persons entering the reserve.
