Haw. Code R. § 13-75-5 - Explosives

(a) It is unlawful to possess or use on or near state waters, any explosives or blasting fuse caps, for the purpose of taking aquatic life, except under the terms and conditions of a permit first obtained by the user from the department.
(b) The department may issue permits for the use of explosives consistent with other legal requirements.
(c) Any person found to have violated subsection (a) shall be guilty of a class C felony as provided under 188-70(b), HRS.
