Haw. Code R. § 14-21.1-10 - Quorum and number of votes necessary to validate acts
A majority of all members to which the board is entitled shall constitute a quorum to transact business, and the concurrence of a majority of all members to which the board is entitled shall be necessary to make valid any action of the board.
