Haw. Code R. § 14-21.1-4 - Procedure and terms

(a) The terms used in rules promulgated by the board pursuant to powers granted by statute shall have the meaning defined by statute, unless the context otherwise specifically requires.
(b) A rule that defines a term without express reference to the statute or to these rules or to a portion thereof, defines the term for all purposes as used both in the statute and in these rules, unless the context otherwise specifically requires.
(c) Words indicating the singular number may be extended and applied to several persons or things; words indicating the plural may include the singular; and words indicating the masculine gender may be applied to females.
