Haw. Code R. § 14-3.01-3 - Discretion of appointing authority in filling vacancies

(a) An appointing authority may fill any position in the civil service by appointment from a civil service list, including positions exempt from the classification system, through the civil service recruitment procedure or other means as provided for by statute, these rules, or guidelines.

(b) At the discretion of the appointing authority, a permanent position may be filled on a temporary basis for good reason.
