Haw. Code R. § 14-52-80 - Effect of the plan on employment

(a) The plan shall not be deemed to constitute a contract of employment between the State and any participant, or to be a consideration or an inducement for the employment of any participant or eligible employee,

(b) Nothing contained in this plan shall be deemed to give any participant or eligible employee the right to be retained in the service of the State or to interfere with the right of the State to terminate any participant or eligible employee at any time regardless of the effect that the termination will have upon the eligible employee as a participant of this plan.
