Haw. Code R. § 15-110-8 - Selection process
The authority's review, selection, and approval of contracts for the management, operation and maintenance of the convention center shall be pursuant to the request for proposals process. The decisions of the authority made pursuant to the request for proposals process as set forth in this subchapter, including, but not limited to, the qualification and selection of a professional manager, shall be governed by chapter 206X, HRS, this subchapter, chapter 103D, HRS, and the applicable rules promulgated thereunder, and shall not be subject to a confessed case hearing.
