Haw. Code R. § 15-15-04 - Grammatical usage
(a) Words used in the present tense include
the future tense.
(b) The singular
number includes the plural; and the plural, the singular.
(c) The word 'shall" is always
mandatory.
(d) The word "may" is
always permissive.
(e) Terms not
defined in this chapter shall have the meaning customarily assigned to
them.
