Haw. Code R. § 15-15-46 - Standing to initiate boundary amendments
The following persons may initiate a petition to the commission for district boundary amendment:
(1) State departments or agencies;
(2) County departments or agencies of the
county in which the property is situated; or
(3) Any person with a property interest in
the property sought to be reclassified.
