Haw. Code R. § 15-193-32 - Loss of preference
An applicant who declines an offer, without just cause, of a housing unit or who voluntarily requests cancellation of the application after declining an offer shall lose all preferences and priorities for a period of twelve months from the date the offer was declined or from the date of the request for cancellation.
