Haw. Code R. § 15-212-15 - Suspension of loading or unloading operation
Suspension of any loading or unloading operation may be ordered when in the opinion of the harbormaster, harbor manager, or harbor agent, such suspension is necessary to ensure the safety, health and welfare of the public.
