Haw. Code R. § 15-215-24 - Thoroughfare plan
(a) All thoroughfares shall conform to the
thoroughfare standards set forth in Figure 1.4 (thoroughfare plan), dated
September 2012, made a part of this chapter, and attached at the end of this
chapter, and Figures 1.4A and 1.4B (thoroughfare sections), dated September
2012, made a part of this chapter, and attached at the end of this
chapter.
(b) Thoroughfare plan
standards:
(1) Thoroughfares shall have
street trees planted along their lengths within the public frontage area as
provided in Figure 1.5, (street tree chart), dated September 2012, made a part
of this chapter, and attached at the end of this chapter; and
(2) Design conflicts between vehicular and
pedestrian movement for new thoroughfares in the T3 general urban, T4 urban
center and T5 urban center high intensity zones, shall generally be decided in
favor of the pedestrian, unless there is overriding public interest which
dictates that the conflict be resolved in favor of vehicular movement.
