Haw. Code R. § 15-219-51 - Response; contested case
By the time specified by the presiding officer, each respondent shall file and serve upon each party a written response stating briefly therein a counterstatement of the facts, circumstances, laws, rules, or reasons in defense thereof, and shall specifically admit or deny the allegations of the petition. The response shall be filed at least ten days prior to the contested case hearing.
