Haw. Code R. § 15-220-2 - Purpose

(a) The rules carry out the manao hooko (intent) of the guiding principles of the Heeia CDD Master Plan ("Heeia MP") by classifying and regulating land uses within the Heeia CDD consistent with, and in furtherance of, the Heeia MP and chapter 206E, Hawaii Revised Statutes ("HRS").
(b) The rules are adopted to protect and promote the public health, safety, and general welfare of the community and to protect and preserve places and areas of historical, cultural, architectural, or environmental importance and significance, as set forth in the Heeia MP and chapter 206E, HRS.
