Haw. Code R. § 15-220-7 - Severability
These rules shall be liberally construed to protect and preserve the health, safety, and general welfare within the Heeia CDD. Should any provision of the rules be held to be unconstitutional or invalid, such holding shall not be construed as affecting the validity of any of the remaining provisions.
