Haw. Code R. § 15-23-33 - WC zone: purpose and intent
The waterfront commercial zone (WC) established by this chapter is designed to promote and protect the public health, safety, and general welfare. These general goals include, among others, the following specific purposes:
(1) To promote an
environment where residential and retail commercial uses will coexist
compatibly alongside maritime uses; and
(2) To promote the most desirable use of land
and adjacent water uses in accordance with a well-considered plan, to promote
stability of surrounding land uses, to protect the character of the district
and its peculiar suitability for particular uses, and to conserve the value of
land and buildings.
