Haw. Code R. § 15-300-41 - Contested cases; applicability
The right to a contested case hearing shall exist where provided for by administrative rule of the corporation or where required by law. The right to hearing shall only be afforded to the person affected by the action or decision of the corporation, unless otherwise provided by rule of the corporation or by law.
