Haw. Code R. § 15-35-5 - Monitoring of ethanol content
Distributors shall permit the petroleum commissioner or authorized agent(s) thereof to inspect the rack meter loading facilities of the distributor, take samples, and review records during regular business hours to ensure the mandated volume of ethanol is included in gasoline sold by the distributor.
