Haw. Code R. § 16-131-32 - Public access channel
Each cable operator shall maintain at least one specially designated, noncommercial public access channel available on a first-come, nondiscriminatory basis. The cable operator shall maintain and have available for public use at least the minimal equipment and facilities necessary for the production of programming for such a channel.
