Haw. Code R. § 16-133-31 - Approval or denial
Within four months after the completion of the ascertainment proceeding, the director shall either approve the application in whole or in part, with or without conditions or modifications, or make a preliminary assessment stating that the franchise should not be renewed. Any reasons for such assessment shall be sent in writing to the applicant. The applicant may challenge the decision or assessment through the procedures described in sections 16-133-18 and 16-133-19 of this chapter.
