Haw. Code R. § 16-133-32 - Alternative renewal procedures
Nothing in this chapter shall preclude a cable operator from submitting an application for renewal at any time. Likewise, nothing shall preclude the director from granting or denying such an application, after affording the public adequate notice and opportunity for comment.
