Haw. Code R. § 16-168-1 - Purpose
The purpose of this chapter is to set forth rules and procedural requirements that the insurance commissioner ("commissioner") deems necessary to carry out the provisions of the law on credit for reinsurance, article 4A of chapter 431, HRS. The actions and information required by this chapter are hereby declared to be necessary and appropriate in the public interest and for the protection of the ceding insurers in this State.
