Haw. Code R. § 16-181-27 - Hearing on documents only
If the hearing is on documents only, all documents shall be submitted to the program administrator no later than thirty days from the proper filing of the demand form with the program administrator. The arbitrator shall issue a timely decision based on all the documents submitted. The decision shall be issued within forty-five days of the filing date of the demand form.
