Haw. Code R. § 16-201-90 - Issuance of interpretation
(a) The board or
commission or executive secretary shall notify the requester of the informal
interpretation in writing and shall state that the interpretation is for
informational and explanatory purposes only and is not an official opinion or
decision, and that it therefore is not to be viewed as binding on the board,
commission, or department.
